ADR collects the sworn affidavits provided by the candidates contesting in the elections as the primary source of data and collates this in form of a database to supply information to the citizen of India.

Based on a PIL filed by ADR in 1999 with the Delhi High Court requesting disclosure of criminal, financial and educational background of candidates contesting elections, the Supreme Court in 2003 made it mandatory for all candidates contesting elections to disclose criminal, financial and educational background prior to the polls by filing an affidavit with the Election Commission. Since then, ADR has been organizing programmes and campaigns aimed at increasing transparency and accountability in the political and electoral system of the country.

ADR was established by a group of professors from the Indian Institute of Management (IIM) Ahmedabad in 1999.
